Digitalisation of mutuals
in Cameroon

Towards accessible, transparent and sustainable health coverage. An integrated response to the three historical bottlenecks of mutuals: management, training and financing.

01 · Context

The system exists, but it is not optimised

In Cameroon, access to care remains a daily challenge for millions of citizens. Mutuals exist but struggle to deliver the promise of effective health coverage.

02 · Core problem

Three major bottlenecks

Identified in the field among affiliated mutuals and beneficiaries.

Inefficient management

Paper registers, manual archiving, limited traceability of contributions and beneficiaries.

Lack of training

Managers without the tools or technical skills to run a modern mutual.

Difficulty in financing

Lack of structured mechanisms to collect, mobilise and deploy funds on a large scale.

Manual handling of cash contributions
03 · Stakes

Without transformation, the movement runs out of steam

The consequences of a lack of modernisation are real and already visible in several mutuals: postponed assemblies, resignations, public distrust.

  • Low public confidence
  • Poor internal governance
  • Limited impact of mutuals on health coverage
Central question

How can Cameroonian mutuals be modernised and structured in a lasting way?

04 · Our response

An integrated digital solution

Rather than isolated digitalisation, we propose a unified platform that connects the three essential levers of a sustainable mutual ecosystem.

Management

Digital tools for steering, monitoring and reporting

Training

Building managers’ skills

Financing

Mechanisms for mobilisation and redistribution

Objective
To structure and modernise the whole Cameroonian mutual ecosystem
05 · Architecture

The 4 pillars of the programme

Four interoperable components, designed to work together.

UMUSACOL central platform
Pillar 1Central platform

UMUSACOL

The national information system that steers the whole mutual ecosystem.

  • Complete digitalisation of mutual management
  • Centralisation of national data
  • Real-time monitoring of members
  • Better governance through transparency
Pillar 2Field application

Douala Assur Tous

The mobile application for collection agents and beneficiaries.

  • Member registration in the field
  • Mobile management of contributions (Mobile Money built in)
  • Follow-up of beneficiaries and their dependants
  • Simplified access to partner health services
Douala Assur Tous application in the field
Pillar 3Training

IFOMAS

Training institute for mutual and social action professions.

  • Training of mutual managers
  • Modules available remotely
  • Lasting skills development
“Without training, there is no lasting performance.”
Pillar 4Financing

FODEMUC

Development Fund of Cameroonian Mutuals.

  • Structured fundraising mechanism
  • Direct support to affiliated mutuals
  • Large-scale deployment
Supporting mutuals so that they support their members.
06 · Global ecosystem

An integrated system, not a juxtaposition of tools

Each pillar feeds the others. Data circulates, skills spread, funds are mobilised.
